I don't really understand what you mean by more accurate?

In fact EVERY number is a fraction - 1 is just 1/1, 2 is just 2/1, 0.231
is 231/1000

Decimal just means base ten, so 5 is a decimal number too!

I guess the word you want might be 'mean' as in average, but then you
had that word already...
