This won't be particularly easy I think.
Were I to be doing this, my strategy would be to put the camera
on a tripod, use Bulb exposure and a cable relese. Hand hold the
flash set to auto above the camera. Open the shutter for the
exposure, and then trip the flash and close the shutter as
quickly as possible after the flash discharge. The effect you
mention is most visible with quite slow shutter speeds. If you
have a good sense of time (I don't), you could perhaps set the
shutter to around an eighth second and trip the flash just prior
to the shutter closing.
