the hoi polloi (Greek: 'the many') and the riff-raff are the very same
people! Perhaps you're thinking of the hoity-toity.

I love this kind of misunderstanding. It reminds me of a friend of
mine who for the first 40 years of his life was convinced that it's a
doggie-dog world.
