You'd have to talk to the fine people at Pentax to answer the first
part of your question.
I suspect that you will find that the answer is that they can only
engineer so much latitude into the sensor's sensitivity, and most
people want faster, not slower.

With film, grain size increases as film speed increases.
With digital, noise levels increase as the sensitivity is turned up.
The two are somewhat analogous.
