I love this photo!!
The building on the right, along with the walkway and railing beside it are angled about perfectly to frame the City Hall. What a great job of working with the perspective created by the walkway - it reminds me of HCB's famous photo of Sartre on the bridge in Paris (someone probably knows what the name of that bridge is; I don't).
The dramatic sky, the beautiful City Hall itself, all make for a terrific photo, IMHO.
And, the inclusion of that lone pedestrian is absolutely brilliant!!

After several bad photos of this infamous subject, I think I have found an interesting viewpoint. The photo was taken shortly before sunset, so I got some nice colored clouds, but the photo overall is rather dark. I have tried to lighten it up just a bit, but it ruined the mood, so I left it as it was.
