A 50mm is still a 50mm.
What is means is, that changing the format from 24x36 to 16x24 (APS size)
will result in an (narrower) angle of view, similar to that of a 75mm lens
on a 35mm camera.
Digital cameras of many formats are now so commonly used, that it doesn't
make sense anymore to record the focal length used as equal to a 35mm
format. If this is done, it should be clearly stated.

I find i confusing, however, that I have to look up the sensor size of the
particalar camera used, to get an understanding of the optics used for a
photograph. I don't understand why the photo industry does not shift to
stating the angle of wiew in the recorded EXIF information instead of, or as
a supplement to the focal length information.

Nobody has said that a 50mm lens is really a 75mm lens. Do you understand
English?

What they are saying is that a 50mm lens "becomes" a 70mm lens when placed
on a digital camera. I.e. Its angle of view decreases to that of a 70mm
lens.

Here is a dictionary definition:
\Be*come"\, v. i. 1. To pass from one state to another; to enter into some
state or condition, by a change from another state, or by assuming or
receiving new properties or qualities, additional matter, or a new
character.

Get it now? The AOV (its state) of a 50mm lens changes to that of a 70mm
lens, when used with a smaller sensor (i.e when it receives new properties
or qualities....). Shorthand, 50mm becomes 70mm.


Other accepted English examples.

1. �100 pounds becomes 160 Euros.
(again no actual change to the �100, don�t read it literally)

2. 50 degrees Celsius becomes xx degrees Fahrenheit.
