I remember spending a weekend in the high desert E.N.E. of Los Angeles, where upon arising, at daybreak, thermometer said 31 degrees, but sun shone brightly, just over the tops of the closer range, and I was standing there in the scrub in my T-shirt, cuppa coffee in my hand. Perfectly comfortable.
Of course, no wind, and full sun.
Nevertheless, I experienced what is meant by dry cold. After a half hour, I came back inside, just a little chilled.
And that was freezing weather, technically...
