I think it must be. It's not a bad lens, for a zoom, but you are giving up a lot of speed to get that price point, I think.
It will, in a pinch, cover the 35mm format, and will work to a certain extent with most Pentax bodies (the ones with a programmed exposure mode).
I have used a 28-70 on the istD and found it to be a useful lens. I don't know if I would want it as an only lens, I like my wide angles too much.
2] For the relatively small difference in price would the ist D with 28-80 be a better buy?
