AFAIK there is no US Federal laws about that. In each state it varies. Everyone except a few mega-retailers (Wal-Mart, Home Depot, etc.) tries to pass the buck. Ultimately whoever's name is on the written warranty is responsible. No written warranty? Then you are dependant upon the seller's generosity.

Laws are different depending on where you are living.
I think you'll find that the buck flies right past the seller and lands on the manufacturers doorstep very quickly in the USA.
