Not really attention-starved; more likely just looking for food.

If they're being pastured away from the flock they're probably
lambs that have been rejected by their mother, or whose mother
died givng birth.  They'll have been hand-reared, and associate
humans with the feeding bottle.


Sheep are fairly greedy creatures at the best of times. Some
thirty years ago my (not yet at the time) wife and I went on
a tour of the Welsh castles.  At one point we were parked by
the side of the road, enjoying our lunch, and we were mugged
by a flock of sheep intent on stealing our sandwiches. As we
were in a Triumph Vitesse convertible (with the top down) it
was quite difficult to dissuade them.
