Not necessarily true, at least about the selling part, the US military has the option to buy the excess equipment, the money then goes into escrow until the dispute between the US and "whoever" is resolved. The Cole was originally destined for the Shaw of Iran's navy, before the revolution IIRC. It's "I'd rather owe you than cheat you", codified into law...
