In effect, most of the world has to carry ID cards already. In the states it would be hard to get by without a driver's license. In fact, some states issue ID cards just for the convenience of those who don't have a driver's license. In many cases, those programs were initiated in response to popular demand. I have no fear of having to prove my identity when necessary. It's a nice guarantee against someone else claiming to be me.
