I wish to correct myself.
The Printer Setup Utility is still accessible from the "System
Preferences" window. You have to open a Preference pane called "Print
& Fax" under the Hardware section. From there, you can see a list of
printers that you can choose and set up.
I apologize for the confusion I caused.
