If it's not tied to the specific time of the equinox, ie it's a single day, then why bring the equinox and GMT into it at all? Why not just nominate a day that's convenient for everybody, such as a Saturday or Sunday when most people are not at work? I would suggest something like Saturday 24 September, 0:00-23:59.999... whatever the local time happens to be
