The colour noise found in a high ISO direct digital capture has very different 
characteristics from high ISO colour film images so they really need to be 
tackled differently.

In digital image capture NR as I generally shoot RAW I use the ACR Color Noise 
Reduction to reduce the colour noise but I generally set the Luminance 
Smoothing to zero and Sharpness between 0-5 since the third party filters seem 
to do a superior job on Luminance noise and sharpening before NR only tends to 
exacerbate the problem. I have a pre-set in NI which I start with, it's a 
little less harsh than the integrated pre-sets.
