The real reason for this discrepancy is that way back during the Anselian Age the Sun actually shone brighter than it does today, thus the "average scene" back in those idyllic times did truly measure an 18% reflectance. Some speculate that the increased industrialization and concurrent smog (obeying Boyle's Law and dispersing evenly throughout the atmospheric envelope) density has reduced this reflectance to a mere 13% in recent times.
