1)  If they don't have photos, they'll make diagrams, charts and maps.
 They can put little x's where they want the explosives to go.

2)  There's no stopping so-called religious fanatic warriors.  If
taking piccies is against the law, they'll (guess what?) break the
law, or they'll find a way around it (see #1, above).  Lots of their
operatives have no criminal record or previous involvement with the
police.  That makes is easier to plead ignorance and "get off with a
warning".

3)  You're right, Mark, the authorities want to appear to be doing
~something~.  In addition, this is a way of doing what they've wanted
to do all the time, but now have an excuse for:  keeping tabs on the
citizenry, and generally bossing us around because they want to.
