The shadows slider can turn blacks quite murky as there is compression going on 
there too, it's not a simple curve that's being applied. I was quite enamoured 
with the HL/SH tool when I first migrated to CS, I used it a lot but I'm a 
little more careful how I use it there days generally I'll try a complex curve 
first. You are correct though best results are always obtained by doing the 
majority of contrast control in the RAW convertor.
