And even 3200 isn't fogged that easily. We had some put through seven times and processed it. There was a very minimal increase in base fog.

Unexposed film doesn't react as badly as exposed film. Once the film is over the exposure threshold, X-Ray damage happens really easily. Interestingly, it doesn't seem to do much to BD+F levels, it just buggers up the image areas.
