Cheap seats isn't meant to imply they didn't cost alot, but that they are the cheapest seats offered in a given venue. We also called them nose-bleed seats cause they are so far up in the stratosphere.

"Cheap Seats" would indeed be a good title, but rather inappropriate
in Toronto (which has, IIRC, the most expensive seats in the league).
Our seats weren't the most expensive in the building by far, but they
sure as hell weren't cheap!  <g>.
