You are correct about the limits, but it is wear not stretch. Actually they
say it is better to replace when it gets over 1/16 then you don't have to
replace the sprocket cluster. When you get out to 1/8" then both have to be
changed.  It isn't a hard job, especially with the cassette clusters.

Cleaning and lubricating the chain frequently will delay the wear. I have
over 6000 miles on my SunTour and it is still less than 1/16"

Probably the chain.  As the chain stretches it wears the teeth on the hub.
Mixing a worn hub with a new chain or visa-versa can cause it to slip.  Try
replacing the chain.

A chain should be periodically checked with a ruler for stretch and replaced
in good time.  If I recall correctly the stretch limit is about 1/8" in a
foot. I.e.. about a rivets width.  Unfortunately I've mislaid my maintenance
book so I can't check this.
