Most people misunderstand the meaning of "Reserve Not Met". It means that the seller has control: he/she has the option of offering the item to the highest bidder, and is liable to Ebay to pay a fee based on that reserve price.

You should be able to go to the item auction page, click on the seller's name, and send a note right there. I've sold several items that didn't meet reserve to interested parties that way. Ebay gets their fee based on the reserve price, what I do with the item afterwards is between me and a buyer.
