The photographer probably had a long lens and was in the
middle of a pool of
other photogs - it may have been one of a number of shots. 
It might not even be the best in
the series.  But conceptually and editorially it sure
works.  I'd have wanted 
W to be even more out of focus for aesthetic reasons, and
would have liked to have
been in a position to have gotten essentially the same shot
but without quite so much
blank space at top left.  But he nailed it from an editorial
aspect.  Bear in mind, too, 
Igor, that the caption writer is not the photog.  

But in these days of quick turn around and sending in your
digital shots over the internet,
The photographer probably had more control than he would
ahve had he been turning in 
a batch of film - so all credit goes to him or her :)
