Precisely. They never planned for that when they designed it. All sorts of things can happen which people, even the clever people who design nuclear reactors, cannot plan for. So to claim that they are safe just because they can withstand the impact of an aircraft is hubristic, and sounds very much like the claim that Titanic was unsinkable.
