Is that the Clarksville dam area?
I lived in St Charles, Mo. for a couple of years in the mid/late 80's & made 
several trips to Clarksville dam trying to photograph eagles. IIRC they 
staged Eagle days during the coldest part of the winter.

My understanding is that the colder the weather, the farther south the 
eagles will go, looking for open water. With the warmer weather you've had 
this year, I wouldn't expect many eagles. In the mid 80's there were several 
winters when the Clarksville dam was absolutely filled with hundreds of 
eagles riding the ice flows & hunting from the air for stunned fish on the 
downside of the dam.

As for your image - I have 2 nits - I'd prefer more room from the foreground 
tower to the RH edge, also I'd crop out the blank sky.
