Are you sure that tripod can be set in different angels? I just had a look at the Velbon site at the Sherpa series. Judging from the small pictures, there is a locking device on 550R and 750R, but not on the 250R. I have a Sherpa Pro CF-630, they are adjustable. The lock is a thingy that I must lift up. It ain't easy, and it ain't obvious. When the pod is standing it can't be done. I have to do it from start, before setting it up. A silly mechanism if you ask me. But it is there. Judging from the pictures there is a different locking mechanism at 550 and 750. I'm sorry that I can't be of more help.
