If you go to a Western Union Agent and organize a Western Union 
International Money Transfer, you pay to the relevant value at the 
agent's and they give you a reference number. You email the reference 
number to the seller, and he takes that number and some ID to a Western 
Union Agent in his area and they will pay him in cash.

That's the theory. He must make sure that he has access to a Western 
Union agent that will handle Western Union Internationl Money Transfers.

Alternatively, go to an AmEx agent in your area, get an AmEx 
international money order made out in French Francs, for which you must 
pay in cash at your end, and they give you the money order made out to 
the seller. Post it to him. Then he takes it to his bank where they will 
cash it or he can pay it in to his account. He has to check his bank will 
handle an American Express International Money Order, which they most 
likely will.
