It's not uncommon that lens maximum apertures are marked wider
than they actually are. Also, the advertised lens focal length is
actually something slightly different.

The lens may well be close to f2.5 but the real focal length is shorter 
than 200mm. Maybe the 200 f2.5 is actually 190 f2.6 or like that ?
