New York has the largest share of Homeland Security dollars. If you break it down into per capita spending, it's obvious that some of the states with no people get more dollars per person. I don't think it's Wyoming, however. It's probably North Dakota or Montana. Thousands of miles of border. It's a no brainer. They need the funding.
