Here in the Province of Ontario, Canada, we have a communistic
plot,called the Uninsured Motorist Fund.

Basically, if you get hit by a driver without insurance, and the
damages are big (as it sounds like they were for the person you refer
to), the government pays his damages, then sues the driver on your
behalf.

They can then collect whenever funds become available, or at least
revoke licence until payment is forthcoming.

Damn pinkos!
