Definitely.  I'm running an X-less, headless AMD K6 500 with 256MB of 
RAM as a file and web server, with lots of cgi stuff in the web server, 
and it idles at ~0% cpu.  Now, it'll peg like a madman when I start 
testing cgi web pages, but at idle it should be, well, idle. :-)
