I have PSE 6 on a laptop right now. Assuming that editors are
configured the same way in v7 as in v6, I have two suggestions:

One is that she doesn't have PS installed, and have configured
elements to always use an external editor. The menu option in PSE6 is
Edit>Preferences>Editing...> where you can tick off for using a
supplementary editor, and then supply the path to that program.

Another is that Vista's User Control blocks PSE from starting PS, but
then she should get a telltale warning message from the OS when trying
to launch PS.
