While it may have once addressed a specific technical problem due to a
specific combination of card and camera reader hardware, it doesn't make
a lot of sense in the general case.

Formatting VFAT file systems does not remove the existing contents of
the card *or* do anything to the partition table; it just goes through
the file allocation table and removes the first character of each file
name.  (Which is one of the reasons why undelete is straightforward on
VFAT file systems if you do it right away.)
