While it may have once addressed a specific technical problem due to a specific combination of card and camera reader hardware, it doesn't make a lot of sense in the general case. Formatting VFAT file systems does not remove the existing contents of the card *or* do anything to the partition table; it just goes through the file allocation table and removes the first character of each file name.
