The camera is being pessimistic. It doesn't know how well it it will be able to compress your files (PEfs, JPGs, or DNGs), so it displays a (very) conservative estimate as to how many images it will manage to fit on a card. That, IMO, is the right thing to do. It will be able to fit at least the displayed number of images on the card - nobody is going to complain if it manages to fit more on.
