You are right John. In Jersey, as in Mass, "package goods" means liquor, wine and beer sold for off-premises consumption. There are different licenses here; most package goods stores are not licensed to serve alcohol in the store. One needs a bar license for that. Some places, like the Royal, are licensed to sell for both on-premises and off-premises consumption.
