There's not much you can really do other than help organize and/or
participate in a community clean up efforts. You'll never completely
stop the inconsiderate assholes of the world from trashing the place.
But instead of just posting a sign, help keep the area under
surveillance and DO report such "misdeeds" ...

That sucks. But may I ask non-judgementally, is there something you
can do to ameliorate the problem? I'm afraid we're more or less stuck
with a segment of society who neither respect other people or the
planet. If it were me, I might clean up the the mess and post a small,
rather inconspicuous sign to the effect that the area is under
surveillance and misdeeds will be reported to the appropriate
authorities.
If that doesn't work I'd sick Doug Brewer and William Robb on them.
