That may have been true once, but not anymore. You can by proof sets of all the coins currently on offer, and a few more older ones, directly from the US Mint in "proof" form. These days, "proof" simply means double- or, occasionally, triple-struck, and better polished. Oh, and a fraction of a penny's worth of protective plastic capsule. :-)
