You should be able to set it with the Config Editor.

Select Tools/Options/Advanced and click the Config Editor button. Click the button that says "I'll be careful. I promise."

In the "Filter: box type "mail.compose.wrap".

One of the Preference Names should be "mail.compose.wrap_to_window_width".

It will likely default to "false". If you double click the preference, it should change to "true" and the next time you compose a message the text you type will fill across the window.
