Can't answer your question directly, but you should know that you can
burn a video file to DVD media and play it on a computer (assuming the
computer has the appropriate software to recognize and play the
file... Quicktime for .mov, Windows Media player for .wmv, etc.) but
THAT IS NOT THE SAME AS creating a DVD that will play in a DVD player
attached to a TV.

Make sure they know what they want (how they want the consumer to be
able to play it).

The best (as in Bang-for-the-buck) way to edit video and create Real
DVDs is to get the ($76) Sony Vegas Movie Studio HD Platinum Suite
(v11):
http://www.amazon.com/Sony-Creative-Software-Studio-Platinum/dp/B0051M6IPI

I've been using version 9 and just ordered the new version (along with
the highly regarded "101 Tips and Tricks for Movie Studio" dvd by the
ever popular Bill Myers:
http://www.youtube.com/user/guerillabill

The suite includes a secondary program called Sony DVD Architect,
which will allow you to burn a Real DVD that can then be taken to a
basic duplicator service to burn multiple copies. If you have a
computer at work with a DVD burner (common these days) you can also
burn a limited number yourself, assuming you have an intern or minimum
wage help that doesn't mind feeding DVD media to the beast.

PS... the 101 Tips and Tricks dvd mentioned above is one that can be
played on a computer, but not on a TV set.

Hope this helps, even though it doesn't really answer your question
for a service recommendation.
