Weapons grade is in the eye of the beholder. It makes a much better headline from the standpoint of an editor trying to attract eyeballs than the absolute truth.

Probably the most dangerous time for the fuel being stolen was after decommissioning. It was packed ready and ready to go somewhere. While in the reactor stealing it would have been problematic.
