Actually there is a metric buttload of street art groups on Flickr (a great diversion, if you need one). There is a Vancouver Graffiti group: http://www.flickr.com/groups/vancouvergraffiti/ and I searched it for "Hope" and believe that I found the creator of the work that Tim recorded: http://www.flickr.com/photos/jettz90/
