If you're referring to the pom-pom thingies hanging from his top tube, they're just decorations on his top tube protector. Lots of couriers use 'em. Toronto's bike posts often make contact with the top tube and can scratch or dent.
Afaik Stef is the only messenger with that particular top tube protector. Sort of his trademark. Thanks for the comment and thanks to everyone else who looked and commented.
