Well, that didn't do anything, BUT: I searched the menus to see what I was supposed to be toggling and saw CMD-SHIFT-H is "Tool Overlay/Always Show". That didn't do anything either, but I did notice that if I pressed CMD-SHIFT by themselves, I get a "plus" symbol which shows where the tool is. Sure enough, I was able to use the tool and it magically appeared when I changed the radius at one point.
