The dialog I was confronted with when I double-clicked Photoshop CS 5.1 said 
"Photoshop requires Java SE to be installed. Would you like to install it now?" 
I clicked the Ok button, it downloaded and installed, then Photoshop ran. 

No idea why you didn't see a similar warning dialog.
