The Turks who were the lawful authority at the time, sold them to the
British. International law is not a pretty discipline, like much of
human interaction. Wishing it were otherwise will not make it so.
However there was no particular reason to expect that there would
actually be a Greece at the time of the sale, there hadn't been before.
