PJ, just because they are driving does not mean that they have a valid state driver's license.
I have a client who is a legal immigrant with a valid green card and is working on his citizenship. He has a contacting business, and hires subcontractors on many jobs. .One of his subs had his truck impounded, because it was being operated by an undocumented alien without a valid license from this state. He had a valid license from Nicaragua, and New Jersey permits him to legally drive in this state with that license, but only for up to 60 days after becoming a resident. This particular individual received two tickets for driving beyond the "guest statute" period; the third time he was stopped, their impounded the employer's vehicle. Since the employer was a friend of my client, I went to municipal court with the driver, got the charges reduced and a fine paid, and the truck released. I suspect, however, that he is out there still driving on that alien license, but for someone else now.
