I assume you mean "banding" :-)

Large areas of sky are the parts of a photograph where you are most likely to
see banding, because that's the most common case of a large area with uniform
weak colour gradients.  The easiest way to see this is to generate JPEGs with
smaller and smaller file sizes; the smaller the file size the more pronounced
the banding will be. The embedded preview JPEG generated in-camera will use a
fairly low quality setting.

There's also the fact that the human visual system is exceptionally good at
spotting patterns, so you pick out the edge of the bands and enhance them.
