Yes, I use an Ortlieb bar bag - this one: https://www.ortlieb.com/en/produkt-details/?produkt=ultimate6_proe&list=lenker&slug=radtasche&clearname=Handlebar%20Bags
It has a flip top lid with a magnetic closure and it's easy to get to the camera. I don't have a specific camera insert for it but it comes with adjustable dividers which can be configured to separate camera bits. I wouldn't want to put a DSLR and heavy lenses in it though - mainly because of the effect on stability of the bike. Even with just a light load I have to be careful when parking up as the front swings round and the bike can get away if I'm not careful. On our recent trip with Bob I had a Fuji X-E1 and a couple of lightweight prime lenses in the bar bag. For the airshow I carried the heavy 55-200 in a pannier.
