You can certainly take a bunch of JPEGs, and other image files, and output them into a multi-page PDF using Automator and Preview. I do that at work all the time. Between Pages, Keynote, Numbers, Preview, and Automator, my need for the Adobe Creative suite has been reduced down to a very occasional dip into Photoshop.
