Golden State Art in South San Francisco have 16x20 mats pre-cut for 12x18. They'll sell you a pack of 100 for $153 (if you want either black or white), or they'll custom cut 16x20 mats for $2.89 each (minimum quantity 10) if you want something other than the standard 11.5 x 17.5 cutout. They also offer a matboard + backing + re-sealable clear bag for $3.35 For 6x4 they have 5x7 pre-cut mats (200 for $49.50 - now on sale for $37). They'll also sell you backing board, foam board, or just about anything to do with framing. If it's the place I think it is, I bought some mats from them many years ago, but couldn't remember the name of the company. Fortunately I had a rough idea where they were located, and that, plus a bit of Google searching, eventually came up with Golden State Art.
